The Koodo website may have just been used to check number porting eligibilty as if a number can be ported to Koodo, it can also be ported to Public.

@dpjkf for Koodo Prepaid, it is a different process.
you have to get a new number first temporary. Once account activated and calls working, then open ticket with PM support for manual porting help

If you wish to transfer an existing numbering from Koodo Prepaid or PC Mobile, you will need to first complete your activation with a new number, then reach out to our Customer Support Agents here in order to transfer your existing number to Public Mobile.

@dpjkf did you attempt activatoin already, failed and re-attempt a second time and then got that error?
if so, that would be the first attempt either completed or hung somewhere.
or are you Koodo prepaid client now?
Add:
please also check if your number is eligible to port into PM here (it is a Koodo site, but the result applies to PM as well)
