I have unlimited call and text. I accidentally ran out of data, and noticed I don't receive texts until I'm connected to wifi. I thought SMS didn't rely on data or wifi, so I'm confused why I'm not receiving any texts. Perhaps I don't have my settings setup properly. I'm using a Pixel 3XL.

@nathanerickim : Do you leave mobile data set on all the time? If not, you might have a setting to not let it use mobile data automatically when wifi is out of range or unavailable.

Thanks guys so much. It was definitely the issue now I'm recieving texts as sms now. I noticed the chat features before but it wasn't clear in its description. I'm a little disappointed the phone doesn't switch automatically but I guess you can't have everything. I don't think I had to worry about these little things with my Nexus 6p. Sometimes my pixel 3xl won't connect to the available wifi and I set as "connect automatically" and will instead use my data.
But now I'm just venting and rambling. Thanks again guys, especially for the super fast responses!! I think the first response was literally a minute after I posted.

True, you do not need data to send/receive SMS texts.
If this because of the Chat Features that are enabled (as @computergeek541 and @Bin2 posts), disable it this way:
If someone else you are sending/receiving from has these features on as well it could affect receipt of SMS as well. So, see if the other user has this feature on and ask them to disable it.
If still an issue, try one more below:

You are using Chat (RCS) now with pixel, which is whatsapp like and need data. Disable chat in messages app and you will get sms back.

For troubleshooting puproses, I would try disabling any RCS or "chat" features.
