Not able to message pictures

Picture MMS message need data enabled on your phone to receive picture.

Your PM plan does not need any data.  The data for picture message is included with your plan text message as long as data is enabled on your phone.

Do a simple procedure to get your data working on your phone.

Enable data and restart your phone to let PM SIM card to configure your APN settings automatically.  If this does not get your data working, you need to manually configure your APN settings.
