I can say with 1000% certainty that while I was in Mexico, my wife had to dial 0+1 and then ten digits to make a call back to Canada. This would suggest that while connected to the MX network, the phone took on a Mexican identity of sorts. It was the ONLY way for her to call Canada without getting the error message. So, I figured it may be a similar process for the reverse? Logically, if I have a Toronto number and travel to Winnipeg, my area code does not temporarily change to 204… I get that part, but this is different. I lived it

For the person making an outgoing call, the physical location of the person receiving the call is irrelevant. It only matters the city that is being dialed to (the city of the phone number). The person receiving the call being in Mexico, doesn't change whether it's long distance for the person making the call.

and change the network connection to manual and try different carriers, ALTAN, AT&T, AT&T Nextel, Telcel, Telefonica. Try each one
