No Phone Calls! 'Call Failed' going out and directly to voice mail coming in!

A couple days ago any call I tried to make resulted in an immediate 'Call Failed' message. When people tried calling in they went immediately to voice mail. When I switched SIM cards (another PUBLIC account) the same thing happened. 

Bell and Telcel SIMS work fine.

 

The phone is a iPhone 11. The Public SIMS work fine in Android phones.

 

Apple Technician did diagnostics and can find nothing wrong with phone. This was after soft reset, Airplane mode toggle, Reinstalling SIM and factory reset of iPhone.

 

Any one have similar problems? A fix?

 @DAK : Did you buy this phone used or new? Was it all working up 'til a couple days ago? Maybe try the IMEI checker under Get Started up top, scroll down to the compatibility checker and there's the IMEI checker.

Also, under Network in preferences it says 'Not Available' > Phone not allowed

 

Under Carrier it recognizes the SIM  : Public Mobile 45.0

 @DAK : Can you select automatic networks? Maybe it's set to Bell. Is Telcel related to Bell?

As I said in the first message, two different PUBLIC SIMS do not work but Bell and TELCEL do. 

When I go to preferences it shows No Network when Public SIM is installed.

 

Bell and TELCEL confirm network access.

 

I guess I need to find another iPhone to test the PUBLIC SIM in it!

 @DAK : Did Apple point fingers at Public? Did you tell them the SIM worked in another phone which rules out a problem with Public? Was everything working fine before a couple days ago?

I think I would escalate with Apple.
