Thank you all for your input. I went back to Bell who where not much help and advised I go to a Bell store, two stores later I was no further forward, called tech support again and got a very helpful tech and passed me on to anther person who was even ore helpful (no sarcasm they were helpful) Told me exactly what i needed from Samsung who helped me out with a master code. The key thing for anyone having the same issue is to put in the master code press unock (ignore unsucsesful message) then enter the unlocking code straight away and press unlock. It worked first time. Many thanks to Ronald at Samsung.

This would usually mean that the code is being entered incorrect or Bell gave you tbe wrong code.
Are you running a custom ROM? I've seen in on some devices where these codes don't work until reverting to stock ROM.

It sounds like the code from Bell didn't unlock it. You should contact them again or take the phone to a Bell store.
I think @Alex888 might be correct. You stated "Bell gave me the unlock code no issues ", but I don't know if you meant it unlocked with no issue, or they gave you the code with no issue. But it does indeed sound that your phone is still locked to Bell.

Try calling bell again to confirm the unlock number
Also be careful you have a limited number of times to attempt to unlock the phone.

You want to be careful about entering the unlock code too many times. Also you're dealing with a Samsung phone (which seems to encounter this problem more often that other phones). Are you getting a request for a PUK code, or just Network unlock code. If it's the network unlock code the number provided by Bell should get your unlocked. Did that number unlock the phone for you? It seems from your post that it did, but it's not really clear.
