Not all Canadian phone numbers are assigned to Big 3 carriers. There are many numbers assigned to smaller carriers including VoIP companies and also many phone numbers assigned to very large regional carriers.

Is the number you want you had before or it is a random number you want?
Because all Canadian numbers are owned by one of the 3 major carriers. If it was a number you had before then you need to go to that carrier to retrieve it.
If the number belongs to Telus/Koodo/PM then if it is available then you can grab it.
If the number belongs to Rogers/Fido/Chatr or Bell/Virgin/Lucky then you need to contact them.

you can't. No carrier allow selecting a particular number anymore. So, only way to get a number is to keep refreshing the list of numbers and hope it will show up
