Hello,
So I was trying to find out if a phone was usable on the network but the link isn't working. Having said that, I recently inherited a Huawei KII-L05 from a friend. Is it usable on this network? If not, why not? Thanks in advance.

Yes that device will work.
You'll be pleased to know that virtually any device sold within/for the North American market will be compatible on public mobile's network.
You're far more likely to get a used phone that may end up getting blacklisted if you do not know the seller and they have not met their financial obligations with the previous provider.
Check below if the device is currently blacklisted:

The Public Mobile compatible checker is not always up to date.
Public Mobile uses the following frequency bands:
- 4G LTE and LTE Advanced: 700 MHz, 850 MHz, 1900 MHz and 2100 MHz downlink and 1700 MHz uplink (AWS).
- HSPA: 850 MHz, 1900 MHz (UMTS).
Always good to check whether a phone will work with any provider, especially Public Mobile. Use more than one source to be sure.
