For the past few months all calls and signals complete are being dropped on a very specific stretch along 427 / Gardiner highways in Toronto - our daily commute. Chat agent said upgrading to the 4G plans would fix this problem which never existed in previous years. Is there any information on this?

PM service is all on the 4G LTE network. The 3G plans are just throttled to 3Mbps up/down and the 4G plans are capped at 100Mbps up/down. This is for mobile data.
For voice calls, presently PM uses the 3G HSPA network for this and your phone automatically switches to use that.

@devbar74 you needn't worry about that all towers should be able to handle your 4g

"4g only towers" ...not sure if there is such a critter right now. Your PM service is LTE...so you should be good.
