Moving eSim to New phone.

I have a new phone and can not set it up.

When I use the Public Mobile application to generate a new esim the only option available is to install it to the current phone.

I've tried accessing from the Web and get a notice that to get an esim I need to install the app.

as @softech said, you need a physical sim to setup the phone first.  You will need a sim card from a friend for this

So that everyone understands I can NOT install the PM app the Galaxy does NOT allow you to setup the phone at all without a SIM.

sorry, this is a normal thing for a new Samsung device

Don't trust those workaround you find out YouTube.  Those workarounds allow you to get around it for now, but after you put in a physical sim or eSIM for the first time, the phone will reset itself and you are back to what you are seeing now

The only way to get through this is to get a active sim card from a friend, setup the phone with Samsung and Google first (you can use your own email for Samsung and Google account).   Then you can download PM app and setup the eSIM that way

The problem is that I have a fancy new S25FE and there is no way to get to any sort of setup without a sim.

It's very annoying.

yes, you cannot move your current eSIM to the new phone, you need to buy a new one

As you said, download PM app first.  Then install , and go to Account page, choose Purchase sim card and then eSIM

Just download the PM app on the new phone and login to your account then purchase a new eSIM…no charge.

SIM cannot be moved.  BUT Luckily, you can get a replacement for FREE

To rebuy new eSIM for FREE, first, download the app on your new phone and login.  If you have problem with receiving 2FA code, click "Didn't Receive code" or "Resend code" and choose either Send email or Send voice message

Once logged in, Click Account from the bottom, then click Purchase SIM Card and select eSIM

Once it confirms your phone is eSIM compatible, click Pay $  and Install (the system will check and apply a $5 credit to bring the total price back to $0 at checkout), and follow the prompt to complete and purchase and install eSIM on your device
(in rare case that PM charges you for the replacement esim, you can submit a ticket with PM support and ask them for reimbursement)
