Why doesn’t the monthly plan expire on the date at midnight at the end of the day, why always the start of the day?

first, PM is on a 30 days schedule

and yes, the cycle date is confusing.  If it says the cycle end Sep 23, it actually mean it ends of Sept 23 00:00 and not 23:59:59, ie, Sept 23 is not part of the cycle
