I have lost my phone. Can it be found with my Public Mobile phone number?

If your phone is an iPhone, login to your iCloud account and track your phone on Find My.
If your phone is an Samsung, login your Samsung account and track your phone on Find My Device.
This only works if you enable the setting and the person who find your phone didn’t put it on Airplane mode.

Yes, sort of. You can call your phone and honest person might answer and arrange to meet with you (for a small reward?!).
Otherwise - no. It is gone.
Report it as lost/stolen to suspend your service. Then get new phone and SIM and do swap SIM .

Also, login to My Account, click Quick Link Menu on top and put the phone to Lost/Stolen first

No, it cannot.
The only Services you can use are Google or Apple-related services such as "find my phone".
I would recommend calling it and hoping someone honest answers and arranges a meeting.
After multiple attempts, if you have no luck and you do not have 'find my phone' activated, use the Lost/Stolen feature in self-serve to ensure no one can use the service from the device.

@Gabyg1 you can call yourself. see anybody pick up your phone call. or if your phone have find your device further, then you can use it.
