My son has a public mobile account he has been in NZ for a year- unfortunately he lost his public mobile sim - he gets back tomorrow can he get a new sim and still keep his same phone number?

As long as he has been making the payments to keep the account active for the time he has been away yes.
He would simply purchase a new PM sim card from a Telus or Koodo store or from Amazon and sign into his account to change the SIM card number.
If he doesn't know how to change the number then he can ask an agent to do that for him.

If your sons account has been inactive for a year, the number is gone already. Phone numbers deactivate after 90 days of non usage.
To get a new SIM card the fastest routes are these.
