I went in on Sunsay to obtain the one month free offer and free SIM card. I stressed to the CSR that this was the free one month, she said she knows. However, I see nothing on my terms of service about the offer. I don't see anything on my account except a $10 credit.
What should I do now?

There is definitely a way for them to screw up. The clerk at walmart screwed mine up by activating myine online like a client would. Not sure how they're supposed to do it, but obviously not the way he did.

I activated a SIM on Sat, Sept 29, at London Drugs to take advantage of the one-month free flash promo (I signed up for the $40 for 4.5GB plan). I mentioned the flash promo to the London Drugs rep just in case he hadn't heard about it. He gave me the SIM free, and said that Public Mobile would take care of ensuring that the one-month credit was issued to me. It did take almost 48 hours before the one-month credit showed up.
My kid is already on Public Mobile, so I used that number as a referral. The $10 referral credit showed up instantly, but as I mentioned, it took quite some time before the one-month credit showed up. So be patient.
But... as other members have said, if it doesn't show up after 72 hours, contact the moderators.

What does it say the $10 credit is for? Seems like you may have used a friend referral or maybe you put extra credit on your account. Also if you got the $10 plan than that is all the credit would be for the month! The promotion is for a month free, so the actual dollar amount depends on which plan you have.
Like was mentioned by @Dunkman & @computergeek541, as long as you got your SIM for free, the promotion credit I am pretty certain is handled by PM. Even if something goes wrong you can prove that you signed up instore when the promotion was on , so you can ask for it later. But give it time first, I am sure it will show up!

I doubt there's any way for them to screw it up. I would imagine that Public Mobile's system just automatically issue the credit for all of the in-store activations duirng the promotion. As per the annoucement, you'll need to wait a little longer as it hasn't quite been 72 hours yet. If after 72 hours you still haven't received the credit, feel free to send a private message to Moderator_Team.

It sometimes can take up to 72 hours for the credit to show up.
If it does not show up after that time period, you can contact moderator.
