I wouldn't wait until 90 days.  I believe that the account closes as tthe start of the 90th day of suspension (and not the end of the day), but it's not worth the risk to try to test this theory out.  However, yes, as long as your account has not been closed, you can resume service and keep the same phone number.

Text messages will not be received (exception: text messsages sent by Public Mobile) while your account is in suspension. There will be no service.

@marti713 yesz it will be held for 90 days, but we don't recommend you to wait till last day.  Better to resume service no more than 85 days, in case system maintenance or login or payment problem 

For receiving text, you are not supposed to receive any.  If you d9z just a glitch and you should not bet on it
