Yes you can. If it is delivered is a different story. Some carriers don't cooperate well.

Which plan are you on? If it the $10 plan then it only includes 50 text both local and international.

Back when I started with Public Mobile, there was an option for Canada Wide texting, along with the option for Global or International Texting. Since the summer of 2016, it's been International Texting or no texting only.
Consider the options in the plan builder as 'the highest level of that feature you can use. So, if you have Province Wide calling, it's only in the Province you're in that you can call. Canada-Wide, all of Canada, from anywhere in Canada. etc...
Also note, all options, are for use from Anywhere in Canada, to wherever your plan allows. These are not 'roaming' available options.

@891223000028991 Who is classifying it as international texting, and why would it matter? We have international / worldwide text included with all the plans. Do you have some sort of old plan that was in province only and its confusing the area code? There may be a provisioning problem with your account which can get fixed if you are unable to send the message
