I'm sure there's something there, but I can't seem to find it either.
There are two separate issues here:
1. You must be connected to Public Mobile
In Canada, this is included in your plan.
In the US, you can buy a US roaming add on.
Anywhere else in the world, you cannot connect to the Public Moblie service. In this case, you cannot text anyone, anywhere.
2. Once you are connected to the Public mobile service, you can text to any number any where in the world.
Of course, that phone would have to be connected to cell service to receive.
If I missed anything, others can fill in.

Do you know where there are details of what international text means at Public Mobile? Does this mean we can receive and send texts from/to any other country without an additional fee?
I looked at the "plans" page and couldn't find any extra info.

It's actually global text (not just international) while you're in Canada, so yes. I'm not sure why Public Mobile continues this advertising inaccuracy.
