Any company can accept Interac transfer if they set it up (but Public didn't). That's nothing to do with Public Mobile not being a bank.

Not necessarily interact e-transfer but via recharge.com you can buy top up vouchers for Public Mobile.
One payment method they accept is Paypal..and Paypal allows you to add money from your bank account.
Most banks these days offer a debit Visa for like $6-7 a year...maybe get one of those to add to auto-pay..then just transfer some funds from your checking account to your card??
