I have been a customer for about 4 years.  I I haven’t been receiving any new offers for a long time even though my acquaintances have received many.  What may be the reason?

you have not been overcharged, you just didn't have the promotion

but what plan you have now? did you login to My Account and check Change Subscription page? there are some good deals there this week, like $34 for 60 GB  or one for $30 for 15 (or 20?) GB

Customers are always free to change to any plans that are available to them.  Please go into your Public Mobile self serve account. If there is a plan that better suits your needs, you will be able to switch to it.
