All iPads are available as a wifi only or a wifi and cellular model. It is always at least $100 more for the cellular model so if you didn't specifically purchase one with cellular built in, it is unlikely to have it.

You can quickly tell if your iPad is capable of mobile connectivity by looking for the SIM card slot on the side. If you see one then it's a Wi-Fi + cellular model. If not, then it's Wi-Fi-only.

Yes, if you have a iPad with WiFi + Cellular support - Not the iPad with only WiFi support.
