Under Payments, it only says 'error encountered" and under Rewards - just blank page, no message

were you using browser or app??
try browser with Incognito mode.
and just payment and rewards you cannot access?? what error you are getting this time?

I now can sign on, but can't access Rewards and Payments.

I just tried and got the same Forbidden A1 message as you and OP. PM must be updating the website or doing site maintenance.
