Hello there,

Thanks !

Any plan, as long as you are in Canada, can receive any call from any country.
At no cost to you or debiting your minutes (unless you are on a grandfathered plan that I have no details about 🙂 )

All incoming calls are free to recieve as there have only two plans to the best of my knowledge that had limited incoming calling the 50/50 legacy plan and the original $15 legacy plan. Since there are no extra fees, billing or overages at Public mobile you wouldn't be able to accept any incoming calling that would cost you anything....like "collect calls". Nor will you be charged if you hear or see a message warning you that extra fees or charges can occur. If it works its included and if it doesn't work then it's not included in your plan features.

Incoming calls will be free and calls from USA would be charge to the outgoing caller.

Are you asking about use while you are in Canada or while you are in the U.S.? The service on the $25 plan includes usage while you are in Canada.
