Bell Canada believes we owe them money. I told them we have a new carrier, and the new Carrier (public mobile) took care of everything and put our home number with them. Advice on how to prove to Bell, that we are with Public mobile since Aug.12th?

All that PM will "take care of" is telling Bell to close your account IF you ported your Bell number into Public Mobile. If you took a new number Public Mobile won't have anything to do with Bell.
If there were cancellation charges or another month of service due, that's on you. Best to call Bell to find out what's going on.

And if you call yourself, does you PM phone rings? Bell should know better of the line already ported out

If you completed the porting of your number from Bell to PM. There should be an email welcoming you to PM.
You won’t get this email is porting is incomplete.
