Did you create an Eversafe ID for your daughter’s account?
This needs to be completed first before login to the account.
Start by clicking on Sign Up and use her registered email account and password of the account.

@Pine if you know the account PIN, you can try to pay via *611 (call from her phone , or call 1.855.4PUBLIC from another phone and enter 1 for English and enter your daughter's phone number)
If you don't have the account PIN and you need to pay urgently, get a voucher from SDM/711/Shell/London Drug and then load the voucher using *611 (no account PIN required)
And for your daughter's account login issue, what exact error you got?
PM just changed to a new EverSafe login system and you need to complete the setup. She has created an EverSafe id yet?
If she has not created an EverSafe id yet, you won't be able complete the part to link your My Account with the EverSafe ID, that needs a working phone with a working PM sim using SMS. (Sending the code to email would not be a choice until EverSafe id is fully setup)
Try these workarounds, it could bypass the SMS in linking My Account with EverSafe ID
