Why can't I send or receive pictures through texts? I have done the apn but I'm missing the mms proxy I have mms proxy. I'm not sure what needs to be done or what else I have to do for it and it's a Samsung Galaxy 3 android

Please double verify that you entered correctly all the APN setting.
Try to reboot your mobile.
If it's not working, reset your APN to default, then configure it again.

I have done that and I'm still getting the same message?

I have done all that but it still says current unable to download. Please try again later is there anything else you can think off that might be wrong with the phone?

You need to configure your APN settings to be able to send pictures (MMS) and navigate on internet (DATA)
Android APN step-by-step configuration :
Step 1
Android
Settings > More / More Networks / Wireless & Networks > Mobile Networks > Access Point Names > New APN setting (or a plus sign)

You will need to input the following information :
Name: Public Mobile
APN: sp.mb.com
Proxy: Leave blank
Port: Leave blank
Username: Leave blank
Password: Leave blank
Server: Leave blank
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMS proxy: 74.49.0.18
MMS port: 80
MCC: 302
MNC: 220
Authentication type: Leave blank
APN type: default,supl,mms,dun
Step 3
Select Save/Done. Select Public Mobile to connect to the Public Mobile network.
