 I want to use 15 rewards towords my next bill

PM recently changed the requirements from 15 points for $15 to 20 points for a $20 credit.

Once you have reached 20 points. Login to your Account then the Rewards tab then on Browse Catalogue then click on the 20 points for a $20 credit to apply to your next bill.

it is no longer 15 points for $15 bill credit, it is not 20 points for $20 bill credit.  Same value but you need to wait till getting 20 points

you can login to My Account, click Rewards and login the Rewards site to redeem it

you must do it yourself. Log in to your account > Rewards > Catalogue to make your selection to redeem for bill credit. BUT...the only option is to redeem 20 Points toward bill credit for next plan renewal.
