Sounds like there is a known issue on the Telus network (upon which Public Mobile runs) that is affecting some S7, S8, and Note 8 phones (I assume S8+ as well):

Yes it is time to join the rest of the world and leave SMS for emergencies, provider messages, etc.
What would like to see as a replacement? In my circle of friends/acquaintenances it would be Facebook Messenger which I really don't care for (I think the UI is horrible).
I am partial to Google and their ecosystem. I have WhatsApp, signal, telegram installed. Ready for anything.

I totally missed @srlawren mentioning iMessage earlier.
I was expecting Apple to release Facetime and iMessage for Android, before AppleMusic.
I have an iPadAir, and a macbookAir, and I have some friends I can only contact via those platforms, as they refuse to accept SMS, and for whatever reason don't like answering a ringing telephone.
Oh well, still love the Android world more than iOS.

I would go with WhatsApp too - when I was in Europe this past summer EVERYONE used that and I even saw ads for providers that explicitly stated WhatsApp data usage not counting towards data usage (the limits of which were already crazy high). 🙂
I gotta say I had gotten so used to NOT having data available (yeah, I was a Freedom customer until the last PM promo targetting FM) that it's still hard to realize that yes, I can use it anywhere now and there's better options than SMS.
And of course, for SMS Textra is THE app to use.
I guess I could start with my family: "I'm only accessible via WhatsApp now, sorry" - that might work as I'm apparently the go-to guy for any computer/phone problems. 🙂

@stonechucker I left it out of the long list since it's not a data-based IM app/service, but yes absolutely TextraSMS is my favourite and personally-endorsed SMS/MMS app for Android. 🙂

@koimr1 my vote is definitely for WhatsApp. I still text (SMS) with a few family members and friends but I've moved most of my conversations over to data-based IM. Unfortunately for me that currently means a mix of BBM (for exactly ONE of my contacts, but a very important one, so...), WhatsApp, Facebook Messenger, Skype (mostly for chatting with the oracles), Skype for Business (chatting with some former colleagues), Slack (current colleagues), HipChat (one particular client uses it), and errr, did I miss any? Oh one friend on Hangouts. LOL. But life would be much simpler if I could get at least all my personal chats onto WhatsApp.
Of course, anyone with an iOS device and a data connection would probably vote for iMessage. I'd even be open to adopting it as a preferred IM platform if only Apple would open it up to Android users. At least, I think I would.
RCS has potential to replace a lot of these but it doesn't seem to be building much steam very quickly.

Definitely an a known issue - nice to see there finally seems to be a response from Telus. As s7 owners, my wife and I (both on PM) have noticed this when texting with eachother using the "Google Messages" app - problem appears to have been recitfied by this switch back to stock Android messenger though it was also not working correctly as well before we tried Google Messages.
There has been no shortage of posts on our forum here as well about the issue. Hope there's a solution soon.
