It might be an appealing option on the $15 Limited Talk plan. But the appeal would fit a very narrow niche.
Incoming calls are already Unlimited. So minutes are never an issue if your people call you.
Canada-wide minute add-ons work out to a penny per minute. Unused add-on minutes will stay on account until fully used up. So it can be a good option if you consistently need more than 100 minutes per month.
But Unlimited Talk plans start at $25. Call as much as you want whenever you want. A better deal if you need enough minutes to consume two $5 500-minute add-ons. (Plus it comes with more Data, regardless whether or not that's useful.)
"Free eves and weekends" might always appear as part of newer, better ($15) Limited Talk plans in the future. It seems to not have enough value and application (and demand) to make it worth offering as some kind of optional add-on.

@srlawren For the most part, anyone who has that restriction as a "feature" would have to be on an old plan.

There are no times of day with Public Mobile. If you have calling than it is 24 hours, not evening/weekends (for current inmarket plans).
What plan are you on?
