I have an existing public mobile plan and sim. But the app doesn't think I have a plan. Can I link the existing sim to the app?

the sim is working (can make and receive voice calls and data work)?
if you got a error when you trying to login, you have to ask PM support to link the login with your My Account that the sim card is on. You can submit ticket by direct message:
