I've been getting this all day with my phone after trying to send a text reply. I've restarted my phone 3 separate times just to get it to work again. Calls also don't go out during this error. Reset network didn't work. Only restarting the phone temporarily fixes it.

You have tried your sim card in 3 phones?
Or, you have 3 accounts with Samsung phones doing the same message?
I think you mean the first one...
Try a soft reset your device:
- To reboot your device, press and hold the power button and the volume down button on the side of your device until the screen turns off.
- Your device will automatically reboot.

I've done all this. I have people messaging me through other apps saying they are getting a network error message when trying to call me. Very frustrating that this happens out of nowhere.

There could be a local network issue. Doing some online searching it seems like this is a network related error.
