I couldn't find a clear answer, so thought I'd try here. I want to protect against port-out attacks and similar security issues by having a SIM PIN. When I was overseas, the SIM PIN where I was came automatically activated and you had to enter it anytime you rebooted your phone. If I read correctly, Public Mobile SIMs come with a default SIM (1234). How would I enable the SIM PIN and then change it? Thanks!

Thanks! That turned to be easy. I have an iPhone. On an iPhone:
(1) Go to Settings > Cellular > SIM PIN
(2) Turn SIM PIN to "On"
(3) When prompted, enter the Public Mobile default SIM PIN (1234)
(4) Select "Change PIN"
(5) Provide your own four-digit PIN
The iPhone advises you have three attempts at a correct PIN before the SIM is locked.

The method for enabling your SIM PIN varries greatky depending on your device's software. On my phone, it's under Biometrics and Security, Other Security Srttings, Set Up SIM Card Lock.
