My aunt created a public mobile account which she has been using for a few years but the email she registered with is no longer working. Is there a way to transfer her account to a new email address and setup a new login to control her account so she doesn't lose her number?

She doesn't remember her password which is why she cannot reset it and login, that's the issue.

That e-mail address no longer being active has no effect on the ability to log into the Public Mobile account other than not being able to receive a 2FA code to that e-mail address. Your aunt will still be able to log into the Public Mobile account by having the 2FA code sent by text message. After logging in, the e-mail address associated with the Public Mobile login can be changed. it's in the EverSafe settings.
