Pulblic Mobile has never provided any indidcation of what top 50% mean or of what that 50% means. That's partially to discourage members from particpating in ways that are against the spirit of helping others and to encourage high quality message posts.

@ECHuss : If you want to earn rewards participating in the community then yes the email addresses have to match. Case sensitive too.
