You need to purchase a local SIM in the DR  for your phone to work or you can use WhatsApp on wifi or on SIM data.

@Patriot   Public Mobile does not have service outside of Canada (or US or Mexico with the appropriate plan or add on).  You could try a voip service like Fongo or TextNow to use on public wifi but it would have a different phone number.
