it shouldn't be.
So, you can make and receive calls and data work? just not message? If it is, it is probably problem with the message app. Try Reset Network settings
if you have Android, try using Google Message to text or if you are using it already, clear data and clear cache
if you are using iPhone, you will need to remove phone number and re-add it after a reboot to register iMessage again
