I’m having a hard time with only one number I’m trying to dial, when i dial any other number everything is fine!! But there's one number i dial and i get a call failed all the time

438-396-xxxx is a regular Montral number owned by Videotron (but of course, the person could have ported the number to another provider)
what error you got when you dial that number? did you just port into PM or your friend just ported his number around?
Check your My Account, usage history and see if the number shows up on the usage log

and did you try calling other 438-396 number?

is that a business phone number? toll free number? do you mind to give us the area code and the next 3 digits of that number?
and did you try including 1 in front of the 10 digits number? or trying just dialing the 10 digits if you are calling with a 1 already
