I bought a SIM card for my iPad 5th generation with 250 MB data only for 20 CAD per month. It is neither working on the iPad nor on an iPhone 4 nor on Samsung galaxy S3.
Please advice.

On your self service account, is your plan active? Does it show the 250 MB data plan only? If it does, the plan is active.
On each device, you may need to check APN settings.... Here is the knowledge article on how to check APN settings...
