My plan includes the US and Mexico and it shows that I am connected to AT&T, but I cannot connect to the Internet or make phone calls. I have powered down my phone and restarted, toggled airplane mode on and off and nothing.

looks like you have the data issue solved...now for the talk issue; that could be something else. For talk while in US, you must have a newer cellphone with VoLTE that is recognized as VoLTE compatible with Public Mobile...not all cellphones are. Here's some reading with a device checker at the end of the article.

Without it, you won't be able to talk or receive calls in US. Data and sms will be fine...just talk is the issue.

what phone do you have?
did you check your phone that Roaming Data is enabled? Enable it and try again
if same, go to Connection menu and change the network connection to Manual and try both T-Mobile and Verizon

make sure you turn on Roaming data on the phone. And try connect to Verizon and T-Mobile manually
