Until today my plan had a data cap of 1.75GB. Today I received a warning stating that I had used 75% of the monthly allotment. What's seems to have changed without notice is that the cap has been reduced. What is going on ?

Public Mobile has never had a 1.75GB plan. In your online Public Mobile account, the total shown includes any data add-ons that you had. It now only showing 250MB means that any past add-ons have been used up (or have expired). This also means that your plan has always had only 250MB.

Public Mobile usually sends out warning at 75, 90 and 100%.
Any other warning is usually what you set on your phone yourself.
