I used points to add 1GB of data when I used all my monthly data up. It shows as available in the app but my phone just gets the "out of data/no data available/no Internet" message and then directs me to buy more data.
I have submitted multiple tickets since Saturday when this started and I still haven't gotten any help or replys.
I have tried every apn setting suggested anywhere on the PM site, and I have restarted my phone multiple times.

I have had this same problem. What I did was turned my phone off then on again and it worked for me and just make sure that mobile data is on.

Try Reboot the phone once more. And make sure you don't have Mobile Data Limit enabled
