I am on the $15 plan. When I use the Public Mobile app on my phone using cellular data does this count as data usage? My previous carrier Lucky did not charge for access when using their mobile app.
What happens when I run out of data and want to buy an add-on for additional data? Will the mobile app still be able to contact Public Mobile to process the transaction?

I did some tests and can now answer my own question. I recorded my data usage and then used cellular data (not wifi) to access PM with the app on my phone. After I finished I checked my cellular data usage and I had used about 5 MB of data. When I looked at it the next day my usage was down by 5 MB so I guess PM credited me for the data usage. That is great for me since i only have 250 MB per month.

While it's good advice to look out for them closer to the holidays, I'd be careful to be overconfident that Public will be continuing the practice.
With the implementation of plans on 5G / unlimited with reduced speed after using up your data bucket (on which existing data add-ons are disabled) and the introduction of the 30 day expiry for data add-ons, those holiday freebies seem not to really fit the corporate identity any more.
Don't get me wrong, I'll happily take them if the freebies are still coming in December 2023. Holding my breath for it? Not so much.

Or you can dial 611 and buy add-ons. Or from any phone dial 1-855-4pu-blic. You would need your 4 digit account pin.

Yes, it still counts.
If you run out of data you can use your computer and log in to the PM site, or if you're at home you can use your PM app over wifi to purchase a data add-on.
