I'd really like to know where you got confusing information. WhatsApp is an internet app. It just needs the internet. That can be from wifi or local cell data.

I would prefer a voip app to avoid the requirement of both ends needing the same app.

As long as you keep your WhatsApp activated using your existing number, which I assume you will as you'll be in resort on WiFi and not planning to use another SIM, + you have internet (data or WiFi) it will work anywhere in the world. I travel a lot and use WhatsApp/Viber everywhere without any issues. 

However, your Public Mobile will not work (calls nor SMS) and that's where confusion probably is coming from. Your WhatsApp except activation has nothing else to do with your Public Mobile number.. It is just an app that uses internet like Viber, Skype, Snapchat , Facebook Messenger etc.

yes it will work, assuming you have a wifi signal or a local data plan.
