Connection timed out...

Using mobile data to access public mobile log into account or topwebcomics.com, or number of other different websites I get that error immediately.  

Using incognito mode or opera browser, same problem.  Use wifi problem goes away.  Use opera browser with operas free VPN problem goes away.

Problem has completely gone away

It is as if those web pages I visit only has this contents "connection timed out" in plain font

Connection timed out is the error I get, if you're not getting it then I assume it's some sort of flaw with my account.

@davidjkay What error are you getting? I just tried that website on data and it loads fine, but takes forever to load since it tries to load about 20 MB of graphics on the home page. Have you tried hotspotting your data to another device like Laptop to see if that works?

Normally it should take seconds for a connection to time out trying to open a website, it's like I am being forced into a proxy with bad settings or something.
