What does this code mean?

I just missed a call from a number all it says is "Saskatchewan " with the number included. I just called the number back asap And I got this message saying not in service with the code. Why would the number be out of service if it just called me

if your line non of payment you will get that code,and not have service,make payment and reboot device.
