Charged extra $20 despite just receiving my sim

registered for the $20 flash plan and paid for a Sim and subscription. got my Sim today and set it up but I had to pay an extra $21 and theyre saying my plan is for $40.

the terms clearly indicate that the promo was new activations of $40 and higher.
