Need to change email address for my spouse's account and can't access online account as the email account has been deactivated. Please advise!

@Smangie22 , you should still be able to access the self serve account even if the email address used to set up the account is no longer working. The 2FA code can be sent via text.

Just to explain, if you were to gain access then you wouldn't be able to change it yourself anyway.
The email is just a login id. If the account is not suspended then you can send a text to the phone for verification rather than email.
