Go to manage subscriptions>change subscription option in the app. You will see what’s plans are available to you. You may not see cheaper options unless you port out to another carrier and the back again. Check the public mobile website without logging in to see all the plans available.

You can only eligible to switch to plans indicated in your account. Login to your account then go to Subscription tab>Manage Subscription>Change Subscription. There it will show all plans you can switch to.

Click "change subscription" in your account and see if the new plan is available for you to select.
If the new plan is less expensive, you might not be able to do so.
