My husbands public mobile account is registered to a cancelled email address. He cannot access his account. His credit card was also reissued. What a nightmare, trying to make a payment. How can his email address be changed? He does not want to set up a new account and get a new SIM etc.

Due to the circumstances, perhaps reaching out to a CS Agent to help fix this as he can't get into his account to change it himself

first, you can ask PM support to help to change the email address used for PM My Account , Please message agent here:
technically, the email is just a login username, you can still login using it and the password and use sms to receive 2FA
Once logged in, go to Profile page, click Manage EverSafe ID to update the email address there:
