I am on the $36.00 Can/US plan but want to change to the Boxing Week special for $35 that includes Mexico and 75g. When I press change subscripion I am offer a $45 plan.

Indeed @Sean56 , it's true that @hairbag1 has it right.
However there have been times when Public Mobile has opened up certain activation promotions to existing customers, so you may wish to check in every couple of days to see if you might get the opportunity to switch to that plan.
The other option is to ask (nicely)the customer support agents for the change, however it's less likely to be granted when the total pricing is less than the existing plan you're on.
To contact a Customer Support Agent, there are 2 methods:
Watch for their response in your Community private mailbox which will be indicated by a number on the small envelope icon to the left of your Community avatar.

as an existing Public Mobile customer, we are only permitted to change plans to the ones in your account plan menu as not all plans are available to us.
