@Ken1960 as Phil_Adelphus has mentioned, it sounds like your phone is not on Public Mobiles whitelist for VoLTE devices. You can confirm on the link below:

As a work-around, you can use apps like WhatsApp or Facebook messenger (just to name a few)

what phone you have? sounds like you have a phone that is not compatible with PM VolTE requirement . This is the whitelist , only phones shown there can access voice on LTE with ATT and Verizon

But you can try putting the network mode to 2G and manually connect to T-Mobile and make calls

@Ken1960 Have you tried T-Mobile or Verizon? But I suspect you don't have a VoLTE approved phone. What phone do you have? A non-VoLTE phone will work for data and texts but not voice calls in the USA.
